The policy would require proposed code amendments to be drafted and presented as separate topic-focused ordinances; staff said the approach is largely consistent with current practice but would formalize it for the record.
"The purpose of this policy is to establish a standardized procedure for municipal staff when drafting legislation to ensure that each ordinance addresses a single topic or related topics to prevent unrelated provisions from being negatively affected by referendum or other legal challenge," Mr. Krantz said. Commissioners and the Town Administrator expressed support for the change; the Town Administrator asked that the policy be retained within the town administrator's policy and procedure domain. Commissioners said they agreed the approach will make legislation clearer for the public and simplify votes when items cover separable issues. No formal roll-call vote was recorded during the meeting; staff indicated the policy will be adopted administratively once the Town Administrator gives formal sign-off.
