Committee background: The Community Partnerships Committee reported April 14 that MVCC is willing to negotiate the next contract on behalf of participating communities. Missus Marshall, the committee chair, said the committee recommended that legislation be prepared to express Troy’s intent to negotiate jointly with other cities in the region.
At the meeting Clerk Missus Knight read the ordinance as a first reading; council moved to suspend the rules and then adopted the ordinance by roll call. The ordinance authorizes MVCC to negotiate on Troy’s behalf and was described as establishing a new agreement following the current 10‑year contract.
Why it matters: Council members asked whether projected increases in leased lighting—such as an $18,000 annual lease figure cited for additional aluminum poles on West Main Street—would be affected. City staff said those charges are lease costs included in the contract and may change in renegotiation; staff did not guarantee reductions.
Ending: With adoption, Troy has authorized MVCC to negotiate a regional street‑lighting contract on its behalf. Any new price schedule and final contract would return to the city for approval under normal contracting procedures.
