Council hears first reading to vacate long‑forgotten right‑of‑way in Wicklow area

At the April 22 meeting Planning & Development Director Scott Gabbi presented the first reading of Council Bill 2025‑13, an ordinance to vacate an approximately 1996‑granted right‑of‑way in the Wicklow area that was intended to be a north–south corridor to Highway CC but now crosses existing homes.
Gabbi said the right‑of‑way was “kind of forgotten about” after it was granted and did not appear on plats. Because the corridor would require acquisition and demolition of homes to build the road, staff and the Planning & Zoning Commission recommended vacating it; the commission voted 6–0 to recommend vacation. Gabbi noted staff had initially believed P&Z would be the final decision authority but after consultation with the legal department the item was brought before council for action.
Mayor and council opened and closed a public hearing with no speakers and took no final vote at first reading; the item remains on the council agenda for further consideration and any required notification steps before a final vote.
