Wellington trustees approve $28,783.48 UTV purchase for parks operations

Wellington trustees voted unanimously April 22 to approve Resolution 19-2025, authorizing the Parks and Recreation Department to purchase a utility terrain vehicle (UTV) for not to exceed $28,783.48.
The purchase was presented by Parks and Recreation Manager Billy Cooksey, who said staff rely on UTVs daily for sports field maintenance, regular parks upkeep, event support and snow removal. "Continuing the reliance on both deteriorating pieces of equipment could cause safety and operational issues," Cooksey said, noting one of the department's two gators declined faster than expected this winter and that lead time for a replacement is about 60 days.
Cooksey told trustees the UTV being recommended is a direct replacement and is Sourcewell-approved. He said the department intends to cover the cost from the 2025 parks operational budget line titled "minor park improvements" rather than through the capital improvement plan, because the town is awaiting a parks master plan that will inform future CIP allocations.
Trustees asked brief questions but expressed support for the purchase. Trustee Moore said the reappropriation of funds "makes sense" and voiced support for Cooksey's recommendation. Trustee Veil called the approach "really responsible," and Mayor Pro Tem Paton Mason and other trustees said they supported ensuring safe, reliable equipment.
On a roll call vote the motion passed 5-0: Trustee Daley — yes; Trustee Moyer — yes; Trustee Wiegand — yes; Mayor Pro Tem Paton Mason — yes; Mayor Kayler Shosi — yes. The motion to approve the resolution and the purchase was recorded as passed.
The department packet includes a vendor quote and a short table showing the declining condition of existing vehicles; Cooksey said the chosen unit will allow continued daily operations while the town finalizes a parks master plan that will guide future equipment and CIP scheduling.
