Staff proposal would limit text-only SPs and add hybrid SP option; commission forwards positive recommendation

Planning staff asked the commission to recommend changes to Title 14, Chapter 10, Section 3 of the zoning code. The proposed amendments would:
- Limit text-only SP applications to a maximum of 5 acres (where no size maximum currently exists); - Change the amendment trigger so that an SP amendment is required when 25% of all buildings or 25% of the road network changes, instead of applying the 25% test to each individual building or road segment; - Introduce a “hybrid SP” application type for areas larger than one acre. Staff said the hybrid SP would carry the same provisions as a text SP plus added requirements for a layout plan showing subdistricts, connections, buffers, natural features and an architectural palette.
Staff presented the proposal as a recommendation to City Council; the commission moved, seconded and approved forwarding a positive recommendation. No public commenters spoke on the proposal during the meeting.
