The Macedonia Planning Commission on April 21 approved site plans for Peak Nano’s large industrial building on Valley View Road, setting conditions to limit visible rooftop mechanicals, require landscaping upgrades and to verify that existing outdoor trailer storage will be extinguished when the property transfers.
Why it matters: Peak Nano’s project — described by the applicant as a large (roughly 240,000-square-foot) industrial warehouse/processing building — raises multiple municipal concerns including sewer and driveway crossings over railroad property, stormwater management, visibility of rooftop equipment from nearby residential streets and the removal of existing outdoor storage and trailers on adjacent leased railroad land.
The applicant presented sight-line studies and a Google Earth model showing that the building face is on average about 660–700 feet from the nearest points on Valley View Road and that existing tree cover and proposed additional landscaping will largely block views of rooftop units. The project team said they are value-engineering mechanical systems so some rooftop units may be moved to interior floor-level locations; mechanical engineers are preparing locations and unit heights.
Commissioners and staff focused on three implementation items: rooftop mechanical screening, driveway/access rights across railroad property, and removal or extinguishment of the on-site trailer storage lease currently occupying adjacent land. Staff and the applicant agreed that final mechanical layouts and any necessary screening will be reviewed administratively after the commission’s conditional approval, with a limit on visible equipment: no mechanical equipment greater than 6 feet tall shall be located closer than 40 feet from the front face of the building without returning to the commission.
Other conditions and technical items the commission required include stamped retaining-wall designs for walls over 48 inches, confirmation of sanitary sewer service routing (a proposed force main across railroad property), recorded documentation that on-site trailer storage rights will end when the parcel transfers, final stormwater detention calculations and a long-term inspection and maintenance agreement for the detention basins.
The applicant said negotiations are under way with Norfolk Southern for permission to cross railroad property to install utilities and to improve portions of an access drive; staff said any agreements or permissions that grant work on third-party property should be provided to the city’s law department and building department prior to final permitting. Commissioners asked the applicant to provide any easement or purchase-agreement language that confirms the removal of outdoor storage upon property transfer.
Motion and vote: The commission’s motion approved the plan subject to the planner and engineer’s comments; required the dumpster enclosure to match building materials; required removal of the future road shown for potential later development (or return to commission if the road is to be constructed); required review of the lease agreement covering outdoor trailer storage to ensure the storage extinguishes on sale; stipulated no mechanicals over 6 feet within 40 feet of the building front; and required additional landscaping. The commission authorized final administrative review of the listed items. The motion passed with no recorded opposition.
Next steps: The applicant will continue negotiations with Norfolk Southern, supply power- and sewer-service letters, and submit detailed mechanical and civil plans for administrative review. The planning and law departments will review any third-party permissions or easement documents before the building department issues permits.
Ending: Commissioners said they were broadly comfortable with the technical studies shown but asked the applicant to return only if the administrative submissions reveal equipment or site changes that would increase visibility or change access arrangements.
