Wanda Menori, Commissioner of Buildings and General Services, said the administration proposed $8,000,000 in cash to complete the project and that the committee's amendment retains cash funding but reduces the current cash ask to $6,900,000. She reported recent corrective work to address brick, insulation and moisture problems and said the project must close this winter: "We are 2 thirds at completion. We plan on having occupancy of January of next year," she said.
Committee members probed the FY26/FY27 timing and a carryover balance showing $350,527 in FY26 in the House draft. Staff explained the bill is a two‑year capital bill and that timing shifts between years are a function of prior year spending and scheduling. Members and BGS then discussed finding approximately $1.1 million in bonded dollars that could be advanced to FY26 so the project can be closed out without reducing current cash projects. BGS said staff will review the department's list for projects that can be re‑scheduled between FY26 and FY27 and report back.
No binding action was taken; members agreed to pursue options to identify bonding dollars that could be shifted into FY26 and to finalize numbers and language with Appropriations.
