County reallocates $15,395 from contingency to complete courthouse lobby project after budgeting error

The Kent County Board of County Commissioners approved a $15,395 reallocation from the county contingency fund on April 22 to cover a shortfall on the courthouse lobby alteration project.
Public Works Director Dan Mattson explained the shortfall resulted from an internal budgeting oversight: two separate budget pots existed for the project (design and construction); some design costs were incurred prior to the fiscal-year change and the remaining design budget was not rolled forward into FY2025. Dan said he and finance staff identified the missing $15,395 and requested contingency funds so final payments to the contractor can be made after punch-list completion.
Commissioners asked whether a final invoice was pending; staff said punch-list work was recently finished and they expected the contractor to submit the final invoice for the full contract amount. The motion to reallocate contingency funds carried unanimously.
