Commissioners renew consultant contract to help complete ARPA-funded water and wastewater projects by end of 2026

The Kent County Board of County Commissioners voted April 22 to renew a consultant agreement supporting water and wastewater capital projects, many funded through the American Rescue Plan Act (ARPA).
Public Works Director Dan Mattson outlined the workload: projects include a Wharton sludge press, the Fairlee Water Plant, the Village of Kennedyville pump station and the Tolchester water/wastewater plant. Dan said the consultant’s work covers contract execution and programmatic support and is needed to meet a project-completion deadline at the end of calendar 2026 so the county does not jeopardize ARPA funding.
Commissioners asked whether projects from the original consultant list were completed. Dan said about four or five projects had been completed over the past year and several other projects moved from design to construction. Commissioners voted to renew the consultant agreement with the updated project list; the renewal is valid through the end of fiscal year 2026.
The consultant will continue to manage contracts, support construction oversight and assist with FY2026 capital requests related to water and wastewater work.
