Commissioners commit $18,046 from agricultural transfer tax to match state funds for easement acquisition

The Kent County Board of County Commissioners voted April 22 to commit $18,046 from the county’s agricultural preservation fund as the county match for the Maryland Agricultural Land Preservation Program (MALPF) easement acquisitions.
Carla (county staff) explained that as a certified county Kent County retains 75% of the agricultural transfer tax it collects and supplements that with additional county funds to secure state matching under MALPF’s 60/40 state-to-local match structure. The $18,046 identified in the request represented uncommitted transfer-tax proceeds at the end of fiscal year 2024, which staff proposed to put toward the next easement cycle.
Commissioners voted unanimously to approve the commitment. County staff will proceed with the matching-funds process for easement acquisitions under MALPF rules.
