Commissioners approve consent items, multiple licenses and routine requests; move to closed session

The Kent County Board of County Commissioners voted unanimously April 22 to approve a package of routine agenda items, several alcohol-license matters, personnel actions and budget reallocations, and to move into a closed session to discuss appointments to boards and committees.
The board approved 13 consent items that included minutes, raffle permits, a Verizon Wireless GSA agreement for information technology lines, recognition items, a Maryland Department of Transportation priority letter, a hazard mitigation plan update and a contract change order for an emergency medical services facility project. President Ronald H., Commissioner Albert H. Nickerson and Commissioner John F. Price voted in favor of the consent package.
Separately, the board approved a special class C multiple-event liquor license for the Betterton Volunteer Fire Company after opening a public hearing and receiving no public comment. The board later approved a set of alcoholic-beverage license renewals and recorded two recently issued class B beer, wine and liquor licenses whose contingencies had been satisfied.
Other approved motions included: - Authorization to submit a grant application to the Maryland Department of Transportation for a mobility mat project at Betterton Beach (see separate article). - Authorization for the Kent County Local Management Board to submit the FY 2026 Children’s Cabinet interagency fund proposal (see separate article). - Commitment of $18,046 from the county’s agricultural preservation fund to match state funds for easement acquisition. - Renewal of a public-works consultant agreement to support ARPA-funded water and wastewater projects through the end of fiscal 2026. - A conditional offer of employment for a candidate to fill an EMT-B vacancy. - Reallocation of $15,395 from the county contingency fund to cover a budget shortfall on the courthouse lobby alteration project. - Approval of four budgeted vehicle lease/lease-rate quotes from Enterprise Fleet Management for county roads and building maintenance. - Signing of five certificates of appreciation included in the county administrator’s packet.
At the meeting’s end the board voted to go into closed session under the Annotated Code of Maryland, General Provisions Article §3-305(b)(1) to discuss appointments and reappointments to boards and committees.
