Vigo County commissioners approve minutes, claims and several agreements; $5 million disbursement to Thrive noted

The Vigo County Board of Commissioners voted unanimously to approve meeting minutes, a claims batch covering mid‑April and several contracts and administrative items at a regular session.

The claims approved covered April 12–18 and were read at the meeting as totaling $5,467,436.33. Commissioners also noted a separate $5,000,000 disbursement to Thrive for the Homes for the Future program; county staff said Thrive has already distributed a significant portion of that funding in the community.

The board approved two agreements that county staff said are intended to allow the county to bill Medicaid for psychiatric services provided by a county nurse practitioner at a residential treatment center. County staff described an initial credentialing fee for the nurse practitioner and said the agreements include a client services contract and a business associate agreement to complete credentialing and billing. Commissioners voted to approve both agreements.

During discussion of the contracts, staff raised a clause stating the agreements are governed by Arizona law because the contracting representative is based there. Commissioners noted the clause could require travel or counsel in another state if a dispute arises; one commissioner said he would attempt to negotiate changes, and the motion was approved with that understanding.

The board also approved routine items including two sets of minutes (the April 15 regular minutes and the April 15 rezoning‑hearing minutes) and the issuance of a credit card and a cell‑phone stipend for a new parks department employee.
