Planning commission postpones Lower Kingston Plat 1 after neighbors raise drainage, demolition concerns

The Prattville Planning Commission on March 20, 2025 postponed action on the Lower Kingston Plat 1 preliminary plat after residents and the developer discussed demolition, floodplain and drainage issues and engineering staff described permit requirements.
Planner Bria Hudson presented the plat, noting portions of proposed Lot 1 and Lot 2 are in FEMA Flood Zone A and must comply with FEMA requirements and city permits. Resident Harvey Russell of 588 Lower Kingston Road said he had seen demolition work without permits and asked the commission to delay approval until elevations and survey information were complete. "If you don't know your own plan, you can't approve a plan," Russell said, asking the commission to vote no until a full plan is available.
Developer Dustin Woodley described proposed four "tiny" houses of about 768 square feet each and said the surveyor had shot elevations and planned to set the front two lots outside the floodplain. Woodley said he and Russell had been communicating and offered options such as a ditch or berm between properties to manage runoff. City Engineer Paxton Reese told the commission that for a four-lot residential subdivision of this scale the city would not require stormwater detention and that departmental review occurs again at final plat, but added that larger impervious-area developments (for example commercial sites or extensive paving) would trigger detention requirements.
After discussion a motion to postpone the item to the next meeting carried. The transcript shows commissioners requested the petitioner provide finished elevation, drainage details and permit documentation when the item returns. The petitioner agreed to meet with neighbors and bring engineering details to the next meeting.
Separately in the meeting record staff read a resolution template that stated the preliminary plat was approved; however the active vote and subsequent statements in the transcript confirm the commission postponed the item to the next meeting and will revisit the plat when the petitioner provides the requested engineering and drainage details.
