The revised plan removes the previously proposed access from Gaddis Pit and redirects access to Durden Road to avoid installing a roundabout the petitioner said she could not afford.
The petition included waiver requests from subdivision regulations that normally require curbs and gutters and sidewalks on arterial/collector streets. The Planning Commission approved the waiver resolution and then approved the preliminary plat with the waivers.
A city official noted on the record that the plat indicates Gaddis Pit Road as a prescriptive paved right‑of‑way and warned the public that the city has never maintained that road and will not maintain it until a formal right‑of‑way acceptance and paving process is completed.
The petitioner and surveyor said turnaround/turning radius and emergency vehicle access concerns from the previous submission were addressed by reconfiguring access to Durden Road.
