Prattville planning commission fails to recommend rezoning of Davis Street parcel

The Prattville Planning Commission on March 20, 2025 declined to recommend rezoning an approximately 2.2-acre property at the corner of Davis Street and Dozier Avenue from R-2 single-family residential to B-1 neighborhood business following a public hearing and discussion.
The commission heard from Jevon Bowens Thomas, who said he lives at 947 Davis Street and urged commissioners to consider safety for children and residents near the site. "There are kids that have been almost hit," Thomas said, and added he feared harassment after speaking to the commission previously. The petitioner, Larry Webb, told commissioners he has lived in the neighborhood for 35 years and described plans to build a metal building he would rent to owners of RVs or for light shop uses.
Commissioners questioned traffic, permitted uses under B-1 and the lot size. Planning staff said B-1 allows personal or business offices by right and certain repair or parking uses by special exception; manufacturing and heavy industrial uses would not be allowed in B-1. One commissioner said the southern side of Davis had been intended to remain residential and warned that zoning to business can allow a broader range of uses than the petitioner described.
After discussion the body moved a resolution recommending rezoning; the motion did not carry. The transcript records the motion failed (chair: "Motion failed"). The commission did not record a roll-call vote with individual yes/no tallies in the hearing record.
