The Prattville Planning Commission approved the preliminary plat for Moses H. Thomas Estate Plat 1, a proposal to subdivide a tract at the south end of McGriff Street into two lots, at its April 17 meeting.
Applicant representatives said the proposal carves Lot 1 out of the larger family parcel and reserves an area for a future cul‑de‑sac so that the remainder of the estate can be developed later without requiring a street connection that would bypass neighborhood protections. Greg Gillum of Larry Speaks & Associates also said the petitioner agreed to provide a 10‑foot water main easement at the request of the water works board to facilitate future extensions of water infrastructure and improve pressure in the Johnson Street area.
Neighbors asked several procedural and access questions. Will Bortfield and other residents expressed concern that the end of McGriff Street is barricaded and asked where a future driveway or construction entrance would be located and whether barricade ownership/maintenance would change. Planning staff said the barricade’s ownership will be researched and that changes to the barricade or curb cuts would be handled at the engineering and permit stage; staff pledged not to allow a partial removal of a barricade without a formal city approval process. The commission also said construction entrances and pavement protection would be required during building to protect the existing street.
The petitioner, Latricia (Patricia) Gardner, said her immediate objective is approval of Plat 1 to allow construction of a single house; she emphasized the heirs understand any further subdivision will require additional approvals. After public comment the commission read and adopted a resolution to approve the preliminary plat with required waivers; the motion was approved by voice vote.
Staff noted the approved plat will allow Lot 1 (roughly 0.5 acre in the presentation) to be developed, while Lot 2 (roughly 3.03 acres) remains as future acreage subject to later review.
