Committee recommends accepting vehicle and equipment bids for street, water and sanitation divisions

Public Works recommended accepting a low bid of $307,361.75 (including a 15% contingency) from Floyd's Trucking Center Inc., Cheyenne, for a 2,000-gallon single-axle oil distributor truck used by the Street Nailing (paving/maintenance) division. Vicky Nemechek recommended approval and the committee moved to forward that recommendation.
For a 2,000-gallon single-axle water truck for the Street and Alley division, the low bid recommended was $416,227.70 from Floyd's Truck Center, funded from the 1% sales tax. Purchasing Manager TJ Bartlewert explained one bidder (listed as DDoS and Infrastructure Solutions in the memo) was rejected because it failed to meet seven required specification items, including not providing manuals, training, altitude engine programming and a spare tire.
For a 30-yard roll-off (blow-off) truck used by sanitation, staff recommended acceptance of the low bid from Floyd's Truck Center for $232,698.85 (including a 15% contingency and a $50,000 trade-in), funded through the solid-waste fund.
Committee members discussed vendor responsiveness and the rationale for rejecting a bid that failed to meet specifications. The committee recommended forwarding all three bid acceptances to the full council for final approval.
