Committee recommends amendment to LCCC contract for CDL training; class fees adjusted

The Finance Committee on April 22 recommended approval of Contract Modification No. 1 (Contract No. 7633) between the City of Cheyenne and Laramie County Community College for the "Your Truck" CDL training program.
Vicky Nemechek of Public Works said the modification updates course prices and clarifies the passenger endorsement language. The changes raise the Class A CDL price from $3,600 to $3,750 and the passenger endorsement (Class C) from $2,600 to $2,900; the contract text now explicitly includes passenger endorsement training where previously omitted. Nemechek also noted the program manager changed from Mike Geisler to James Drudge.
Committee members asked about program participation: staff said 12 employees used the program in 2023, nine in 2024 and one so far in 2025 (22 total). Staff said most participants remained employed with the city; one participant had to repay training costs when they did not remain employed. Members asked how many additional employees might use the program in 2025; staff identified several open positions that may be candidates.
The committee moved and seconded approval and recommended forwarding the modification to the council.
