The Cheyenne Finance Committee on April 22 recommended unanimous approval of a resolution to reappropriate portions of the fiscal year 2025 budget under Wyoming Statutes 16-4-112 and 16-4-113.
The reappropriation package includes funds to implement parts of a recent pay study: approximately $106,000 from the general fund and $20,941 from non-general funds to address employees who had fallen outside their pay grades and to correct director salaries that had not been adjusted for years. The package also covers purchases and grants described by staff: 10 new police vehicles (financed with $850,000 from the 1% sales tax fund), in-car camera upgrades timed with the new vehicles, and multiple park and recreation grants for restrooms at Dunbar Field and the Dutcher Complex.
Additional items in the reappropriation include law enforcement grants (noted amounts: $15,000 and $66,000 for bomb team and community policing), federal grants including an allocation of $421,212 from state-provided ARPA funds for the Van Buren project, and $486,736 to support the Belvoir Ranch project. Staff also referenced impact-fee funding for safety design work, conceptual design funds for fire stations 2 and 6, and various smaller program account adjustments (volleyball revenue, botanical garden funds, Delaware Recreation Fund commitments and a $42,000 balance used to finish a gymnastics building project).
Council members praised the treasurer for clear presentation and moved and seconded the reappropriation; the committee recommended the resolution for approval by the full council.
