Committee clears repeal of downtown graffiti-abatement pilot program

Charles Bloom, the city’s planning and development director, described the item as a “cleanup ordinance.” He told the committee the pilot program — created in 2019 to direct the Downtown Development Authority (DDA) to remove graffiti and shield the DDA from certain liabilities — has largely lapsed: murals have been added downtown and instances of graffiti have declined. Bloom said the DDA currently budgets roughly $3,000–$5,000 annually for graffiti abatement and that existing city ordinances address graffiti at a broader level.
Council member Doctor Aldridge (committee member) supported the repeal and observed that the DDA can continue abatement work on its own or bring a separate memorandum of understanding if needed. The committee voted by voice to advance the repeal to the governing body on second reading.
The ordinance record notes the pilot program’s automatic expiration on Nov. 1, 2020; the transcript indicates the repeal is intended to “clean up the book of ordinances.” No opposing public comments were recorded at the committee meeting.
