Commission grants rehearing for Vineland Reserve Phase 1 final plat, schedules May 5 hearing

The Deltona City Commission voted 4-3 to grant a rehearing request for Resolution 2025-24, which accepted the final plat for Vineland Reserve Phase 1. The rehearing was scheduled for May 5, 2025, and will not adjudicate the project merits but will allow the parties to present additional information.
The matter came to the commission as a procedural rehearing request. Staff explained the item was limited to the rehearing request and would not revisit the plat’s substantive merits at this stage. Public speakers raised concerns about construction in later phases and asked the commission to ensure unresolved engineering and site issues were addressed before vertical construction in phase 1 moves forward. The applicant’s representative said revised engineering plans and a Pegasus memo had been submitted to the city and that the applicant would appear if a rehearing were granted.
An initial motion by Commissioner Lully to deny the rehearing was seconded by Commissioner Colwell; that motion failed on a 3-4 vote. Vice Mayor Herriot then moved to grant a rehearing and Commissioner Howington seconded; that motion passed 4-3. City staff confirmed that public notice and code-required posting for the May 5 rehearing will follow city code procedures.
