The Rosemount Planning Commission on April 22 approved a final PUD site and building plan for a two‑story, 10,000‑square‑foot restaurant with outdoor dining areas on Lot 1, Block 1, Prestwick Place, subject to ten standard conditions and several site‑specific requirements.
Staff told commissioners the site sits at the southeast quadrant of Akron Avenue and Conamera Trail immediately west of Lifetime Fitness and that the requested plan includes a southern buildable parcel and a reserved northern outlot. The property is guided CC (community commercial) in the comprehensive plan and zoned MX‑2 PUD; the applicant requested a minor amendment to the Prestwick Place PUD agreement to allow a shortfall of seven parking stalls and to permit an exterior material composition with more EIFS than the zoning ordinarily allows.
“Outdoor dining areas are accessory uses that are now permitted uses with standards within the MX‑2 zoning district,” planner Julie said during the presentation and noted staff could make the required findings. The proposed landscape plan shows 38 trees and 90 foundation plantings, meeting or exceeding the city’s numeric landscaping requirements; staff required relocation of a number of trees shown within a 30‑foot Metropolitan Council sanitary sewer easement along the west boundary.
The submitted plan shows 154 stalls on site, short of the 161 stalls required under the code’s 1 per 4 patrons metric for the proposed maximum capacity. Staff said that cross‑parking opportunities with future commercial development to the north — and potential arrangements with adjacent Lifetime Fitness — mitigated the shortfall and recommended the commission include approval of a minor PUD amendment to allow the deficit as a condition for final approval.
Commissioners questioned EIFS versus brick proportions and structural reasons for material choices. City staff and the applicant explained that structural considerations related to a second‑story rooftop patio and large glass areas influenced a heavier use of EIFS to avoid additional interior columns. Commissioners asked the applicant to reexamine structural options to reduce EIFS if feasible.
The site will include 2 full/partial accesses, sidewalks around most of the building perimeter, a mix of wall‑ and pole‑mounted lighting (staff required a condition limiting pole heights to 30 feet), and stormwater and park‑dedication conditions. Staff recommended collection of cash‑in‑lieu for parkland dedication in the amount of $23,400.
The commission approved the PUD final site and building plan and the recommendation to the city council to process the minor PUD amendment; approval was recorded by voice vote.
