Committee backs sending $74,255 PROS Consulting recreation program plan contract to May 6 consent agenda

Parks Director Lorraine Hamilton asked the Parks and Environmental Sustainability Committee of the Whole on April 22 to approve a $74,255 contract with PROS Consulting to develop a comprehensive recreation program plan.
Erica Chua, recreation manager, said this is the city’s first dedicated recreation program plan and that PROS was selected from three proposals. Chua told the committee the firm was chosen for demonstrated expertise, references and knowledge of the CAPR (Commission for Accreditation of Park and Recreation Agencies) accreditation process; the plan will assess current programs, include community engagement and align programming with the city’s cost-of-service policy and the parks plan. Chua said staff intends to place the contract on the council’s May 6 consent agenda.
Councilmembers voiced general support. Councilmember Stewart said she supported the step and council President Kritzer emphasized the importance of diverse community outreach during the planning process. Councilmember Fields asked what staff expect to learn; Chua replied the plan will identify what is working, what is not, and where programming could be broadened or made more strategic using better data.
