Council adopts updated city fee schedule with targeted changes to building and inspection fees

The Port Orchard City Council approved an update to the municipal fee resolution intended to bring building permit fees, inspection charges and related administrative policies in line with current costs and state-required processing rules.
City staff outlined the principal changes April 22: adoption of the International Code Council building valuation table (February 2025), a new fee category for pre-approved accessory-dwelling-unit plan sets, adjusted manufactured-home permit and inspection fees to reflect additional inspection workload, a new fee for administrative tracking of bonds posted in lieu of construction, and hourly-rate changes for public-works plan reviewers.
Staff said the update removes fee language duplicated in code and clarifies timelines and refund policies. The resolution also adds fees for inspections outside normal business hours and a fee for adult-family-home inspections required by state law. Council members asked about specific fixture-permit examples (dishwasher, washer/dryer) and were advised that inspections occur if a permit was requested; most inspections are short field visits.
Councilmember Rosa Pepe moved adoption and Councilmember Warden seconded. The council approved the resolution on a voice vote; the clerk recorded one dissenting vote but the transcript did not identify the dissenting member by name. Staff said the effective date will be the first Monday in May to allow permit-system updates.
Councilmembers and staff also discussed a possible future work plan review of the fee schedule to identify simplifications. Finance committee review and earlier land-use committee input preceded the council action.
