Port Orchard council approves Givens Park sports-court remodel contract; groundbreaking set for May 5

Port Orchard City Council voted to authorize the mayor to execute a contract with Beasley Enterprises LLC for the Givens Park Sports Court Remodel Project, a package of resurfacing, lighting and access improvements intended to create multiuse courts for tennis, basketball, futsal and pickleball.
The resolution, moved by Mayor Trenary and seconded by Councilmember Diener, passed in a council vote during the April 22 business meeting. The contract includes selected alternates for electrical work, concrete curbs and fence-post replacement and follows a formal bidding process the city conducted under state procurement rules.
The project team and local partners told the council the bid came in substantially lower than a prior procurement cycle, bringing the total to $462,994.80 less than the earlier estimate and making the work feasible this season. The city and the Port Orchard Rotary Club both contributed to fundraising; councilmembers thanked Rotary for more than $50,000 in private contributions that helped leverage the grant and city funds.
City staff said the contractor selection came after three sealed bids and that Beasley Enterprises LLC was the lowest responsive, responsible bidder. Councilmembers asked for copies of the final design drawings and surfacing plans; staff noted those visuals are included in the council packet and said they will circulate the packet page with the color renderings.
Council and members of the public discussed likely construction timing. Staff said the surfacing work requires warm weather and estimated the court surfacing would likely occur in July or August, after a pre-construction meeting to confirm schedule and logistics. Staff also said the playground area should remain open for most of the work, with only brief detours while adjacent walkways are completed.
Mayor Trenary announced a ceremonial groundbreaking for May 5 at 11:30 a.m.; staff said a press release would follow. Councilmembers and residents said they expect the updated courts to increase recreational use in the historic Port Orchard area and to accommodate multiple sports, with permanent tennis nets and space for portable pickleball nets.
The resolution authorizing the contract passed on the council floor with no recorded opposition.
