The Glendora City Council adopted a 2025'27 strategic plan on April 23 after a multi-month development process that incorporated City Council feedback and results from the city's February 2025 community survey.
City Manager Adam Raymond described the plan as built around five goals and noted the document ties specific outcomes and action items to the survey's findings. Raymond said the city's survey showed high satisfaction overall with city services and highlighted community priorities including street and traffic management, more dining and shopping options, affordable-housing planning, enhanced parks and facilities, and emergency preparedness.
Council members praised staff and the consultant work that produced the plan. Council Member Mendel said the plan is ambitious and that funding is available to pursue the goals; Mendel said the plan shows the city is "not afraid to step up and do some big audacious goals." Council Member Karen suggested a community event idea tied to a local bougainvillea landmark as an example of destination-building included in the plan.
The adopted document lists 188 action items across goals that include: economic-development efforts to attract restaurants and retail; planning and potential rezoning work to expand housing options near transit and at designated sites; parks and civic-facility improvements; a pavement-management program and signalization upgrades; and technology and staffing investments for service delivery.
Implementation will proceed through regular budget and project cycles; council instructed staff to integrate plan tasks into upcoming budgets and to return with timelines and progress updates.
