Council delays two liquor-license issuances pending ordinance publication and inspections

On April 22 the Oshkosh Common Council voted to lay over two liquor-license matters to the council’s first May meeting so the newly amended alcohol-licensing ordinance can be published and inspections can be completed.
City staff and councilors raised concerns that the amended ordinance (passed the same night) needs to be in effect before the city issues alcohol permissions under the new process. Council member Nichols asked whether all required inspections had been completed for the Golden Nest Pancake Cafe resolution (Resolution 25-212) and for a separate surrender/issuance matter for 1890 Pub & Bistro (Resolution 25-213). Staff said final inspections had not been completed for one of the applicants and that the safe course was to lay both items over for two weeks.
Council members agreed and voted 7-0 to lay both items over to the first meeting in May. Staff said businesses could open without alcohol service if they chose, and that the city would not notify an applicant that a license was available until inspections were completed and (if applicable) the ordinance is in effect.
