Oshkosh council approves Pickert Park master plan with $350,000 in 2025 CIP

The Oshkosh Common Council on April 22 approved the Pickert Park Master Plan and directed staff to begin initial development work funded in the city's 2025 capital-improvement program.
Parks Director Ray Mauer told council members that neighborhood meetings produced robust participation and that $350,000 is included in the 2025 CIP to start work at the site. "The first thing that the neighborhood wanted to see was a play structure," Mauer said; staff said they will issue requests for proposals for a play structure and connecting trails with the goal of constructing elements as early as this fall.
Council member Flom thanked the parks director and others for neighborhood engagement and said Oshkosh is currently below the recommended parkland per 1,000 residents; he described the plan as a proactive step to preserve and expand parkland in growing neighborhoods. The council voted unanimously to approve the plan on a roll call of seven ayes.
The parks director said staff will begin design procurement and neighborhood outreach for construction details; the council and staff described this as the initial phase, with future budget decisions needed for additional elements.
