Lincoln County extends temporary administrator authority to July 15 after debate over liaisons

The vote followed an extended discussion about how liaison roles between commissioners and appointed department heads should be structured while the county searches for a new administrator; the board said the change is intended to keep routine county operations running while preserving full-board authority on policy and budget matters.
Chair Claire Hall told the board she has been performing limited administrative functions since the former administrator’s departure, saying the actions are intended “to keep the lights on, keep projects moving” and that all matters requiring board authorization would still come before the full board. Hall said she had asked the facilities director to lead work on the commons redevelopment project and had been signing routine personnel and voucher documents.
Commissioner Casey Miller and Commissioner Walter Chuck both said they wanted clearer rules and more inclusive communication with department heads. Miller repeatedly urged that liaison assignments not be allowed to create “go-arounds” around an eventual county administrator. Miller said the board should review Lincoln County ordinance 5.17 and the county code provision cited by counsel before finalizing long-term procedures.
County Counsel Ewell told commissioners an order can temporarily delegate administrator duties under Lincoln County Code section 7.225 and that the board may adopt or modify an order to cover a vacancy, absence or disability. Counsel said the board’s February order allowed the chair to designate staff to perform certain administrator duties during the vacancy and that those duties would revert to a hired administrator when one is in place.
Commissioners agreed to solicit input through the county office assistant (Geneva) about committee and liaison preferences and to return with a revised order that lists formal liaison assignments. The board also agreed to ask appointed department heads whether they prefer particular liaison arrangements.
After discussion, Commissioner Walter Chuck moved to approve the revised order removing section 3 (the single-commissioner grievance designation) and extending the temporary delegation deadline to July 15, 2025; Commissioner Casey Miller seconded. The motion passed. The transcript records the vote as affirmative and the motion carried.
The board said it will revisit the order if an administrator is not in place by the July 15 date. Members emphasized that budget and policy decisions remain the responsibility of the full three-member board and that any matter requiring board action would be returned to the full board for decision.
