Road & Bridge staff member Matt walked commissioners through a local example on 220 Third and explained how partial annexations have been handled: "When a city annex, they take… they only have to maintain the right‑of‑way through what they've annexed," Matt said. In practice, that can leave the county maintaining one lane or segment while the city maintains the annexed portion. Matt said the county can negotiate local agreements so cities take over full maintenance of sections even if they have not annexed all adjacent properties, and that precedent exists when the county has teamed up on projects with cities and included maintenance transfer language in local agreements.
Commissioners said the county should develop a policy now so future annexations and joint projects have clearer expectations about when a city will assume maintenance, whether by annexing the right‑of‑way or by explicit local agreement. Staff said agreements can include designing a project as complete streets and transferring maintenance to the city after construction if that is the commission’s preference.
The discussion noted a statutory expectation that cities provide a schedule of services upon annexation, but commissioners said local practice has not always matched the statutory language and that a county policy would reduce ambiguity for residents and staff.
Staff offered to return with draft language and examples of local agreements used in prior joint projects.
