Orland Park committee approves $972,800 contract for Centennial Park West improvements after resident raises irrigation damage

The Orland Park Committee of the Whole voted to approve a vendor contract with Davcon Electric Incorporated for Centennial Park West facility improvements, authorizing a total not to exceed $972,800, including a $50,000 contingency.

The contract — based on Davcon proposal number 2025-1610 dated April 7, 2025 — was approved by a voice roll call after discussion about project scope, funding and specific features such as large LED video screens and new water fountains.

A resident who lives adjacent to Centennial Park West, Terrence Grom, identified himself as president of the Colette Highlands Townhome Association and told the board the association has maintained nearby medians and irrigation systems. "However, our association will not be left responsible for repairing an irrigation system that the village destroyed," Grom said, urging the village to address damage he said occurred during excavation for the new music venue.

Trustees discussed elements of the project, including the planned 15-by-25-foot vertical LED screens, water fountains, and security-related changes. Trustee Healy questioned whether renting screens had been considered: "I was just wondering about, you know, have we looked into renting these or whatever? I mean, we're committing a lot of money to —" A village staff member, Joel, responded that owning was less expensive than renting given the infrastructure required and later confirmed, "Yes. It's all within budget." The record shows the committee moved some dollars between projects to accommodate the work but kept the expense within the adopted budget for the year.

The motion to waive competitive bidding in favor of participation in the joint purchasing cooperative Omnia Partners (contract number 02-139) and to authorize the Davcon contract was made by Trustee Malani and carried on roll call: Trustee Malani — aye; Trustee Katsenas — aye; Trustee Healy — no; Trustee Campos — aye; Trustee Radoshevsky — aye; Mayor Pico — aye. The action was recorded as approved.

Trustees and staff said the planned additions responded to resident feedback collected at community events and were intended to make Centennial Park West more useful for concerts, movie nights and other village-sponsored events. The contract authorizes the village manager to execute the agreement and includes a $50,000 contingency for change orders or unforeseen costs.

The board did not provide a timetable for construction start in the meeting minutes, and no additional outside approvals were listed in association with this vendor contract. Public comment on related median irrigation damage was referred to village staff for follow-up by Joel.
