Lewis County approves purchasing pact with Pacific County and several public-works contracts

Lewis County commissioners on April 22 approved multiple public-works and procurement actions, including an interlocal cooperative purchasing agreement with Pacific County and three project-related contracts and amendments.
West Anderson, assistant county engineer, described Resolution 25-118 as an interlocal cooperative purchasing agreement between Lewis County and Pacific County. “This interlocal agreement will allow either party [to] utilize each other's procurement agreements,” Anderson said, adding the arrangement originated after Pacific County reached out to use Lewis County’s agreement to purchase oil.
Public Works staff recommended awarding the King Road Mile Post 12.26 bridge scour repair project to the lowest responsible and responsive bidder. Staff said four responsive bids were received and that the apparent low, responsible bidder submitted a bid of $709,219.50. The staff report identified the low bid as from the bidder transcribed as “Roblin's and company” and referenced Aberdeen, Washington as the contractor location.
Kimberly Edmond, Public Works, told the board that Resolution 25-120 authorizes acquisition of additional right of way from a single property owner for the FEMA-funded Carr Road slide repair project and that obtaining that right of way is necessary for the repairs to move forward.
Becky Butler, a county staff member covering for Alex Murray, said Resolution 25-121 ratifies a contract with Populous to provide engineering and design services for a proposed equestrian center at the Southwest Washington Fairgrounds; staff said the work was funded by a Department of Commerce grant. Butler also described Resolution 25-122 as an amendment to a previously approved contract with Keifer Construction to change payment terms to allow 25% payment upon ordering materials; staff said the amendment does not increase the contract total.
All of the resolutions in this group were moved, seconded and approved by a 3-0 vote.
Staff provided no additional discussion of the King Road bidder’s corporate name beyond the bid-report language presented at the meeting, and details on the exact property from which right of way will be acquired for Carr Road were not specified during the staff presentation.
Public Works indicated the right-of-way acquisition and contract awards are intended to allow federally funded and locally administered projects to proceed; no appeals or formal protests were recorded during the meeting.
