Council approves jail services and municipal law-enforcement agreements with Larimer County

The Timnath Town Council unanimously approved two agreements with Larimer County during the April 22 meeting: a pay-as-you-go jail-services agreement (Resolution No. 34, Series 2025) and an updated municipal law-enforcement base agreement (Resolution No. 35, Series 2025).

Miss Steffel presented the jail-services agreement, which allows Timnath to use Larimer County jail facilities to house municipal pre-sentenced or sentenced offenders when necessary. The town negotiated a daily rate under the county’s standard form with a modified payment arrangement: instead of prepaying bed capacity, Timnath will be billed quarterly at the county’s per-day rate. The per-day rate presented in the meeting was $216.77 and staff noted the town uses this service rarely (staff estimated recent annual use at roughly 2.5 days). The agreement runs through the end of the calendar year with optional renewals; Larimer County retains standard operational control and will notify the town of releases unless an emergency release is required.

Staff also presented an updated municipal law-enforcement agreement that the county sought to refresh as a base agreement to reflect administrative amendments since the 2019 agreement. The new base agreement is substantially similar to the 2019 arrangement, establishes the framework for annual scopes of work (which set specific services and staffing levels for each year), includes reporting requirements to the town manager and is subject to appropriation by the town. Staff said the sheriff’s office will continue to provide the agreed services, with formal annual scopes of work attached as exhibits.

Council members described both agreements as cost-effective and appropriate given existing cooperation with Larimer County. Both resolutions passed unanimously.
