Roads Director Jed Bell told the council the project was budgeted at $795,000 for planning purposes. After narrowing the structural section in design — increasing road base to 8 inches and reducing asphalt thickness to 4 inches — the engineer’s estimate fell to about $393,981. When the work was publicly bid, 15 contractors submitted proposals and the low bidder, Kilgore, offered a bid of about $298,795, roughly $500,000 less than the original budget.
Bell said the timing of the bid likely helped: contractors currently have openings in their schedules, which increased competition and lowered prices. If the contract is approved, a notice to proceed will be issued and a preconstruction meeting scheduled within 10 to 14 days; construction would begin around April, Bell said.
Councilman Hoffman moved approval of the contract award; a second was heard and the motion passed on a voice vote. Council members thanked the roads staff for competitive bidding and noted the department’s decision to refine the project’s structural section before bid likely contributed to cost savings.
No additional budget amendment was presented for this contract; the council approved the award as presented. Project start dates and contractor coordination will be handled by the roads department.
