Council approves final-design work order for Timnath Parkway Busgrove–Main; recommends single-lane roundabout option

The Timnath Town Council unanimously approved Resolution No. 31, Series 2025, authorizing a work order with Wilson and Company for final design of the Timnath Parkway extension from Busgrove to Main Street.
Staff reviewed alternatives studied during the alternatives-analysis phase and recommended a smaller swept alignment with a single-lane roundabout at the intersection — a design staff said balances cost, constructability and minimized impacts to adjacent property. The recommended construction cost estimate presented for the roundabout option was approximately $5,500,000; the larger-sweep roundabout option had an estimated construction cost of about $9,000,000 and would have split an adjacent property, creating potential additional right-of-way acquisitions.
Work order 2 will fund final design, permitting, regulatory coordination and preparation of construction documents and cost estimates; staff estimated the design work order at approximately $373,000. The CIP includes $2,000,000 for the project; remaining funds would be applied to right-of-way acquisition, utility coordination and construction-phase funding in future years. Staff said final design would be completed by the end of 2025 and that, pending budget approval, construction could occur in 2026.
Council sought clarification about impacts on nearby Timnath Elementary and access during construction; staff said access would be maintained and alternative routing exists through the open Timnath Parkway northern leg. Council also asked about right-of-way acquisition timing; staff said they began outreach during the alternatives analysis and expect to engage an acquisition specialist when the design reaches 60% completion, with potential acquisition activity in late fall.
Staff noted that cost reimbursement mechanisms are being evaluated: costs could be partially reimbursable by adjacent developers (for Busgrove improvements) and the school district may share a portion of certain improvements. Council approved the work order and directed staff to continue coordination; vote carried unanimously.
