Committee plans RFPs for Thomas Street and River Drive surplus sites; preview of Verity Energy easement requests

County administration said it will bring a request-for-proposal (RFP) plan to the committee for redevelopment of two surplus sites—Thomas Street and River Drive—now that departmental moves are complete.
Staff asked the committee to consider objectives for potential RFPs, including intended uses, whether proposals should be from for-profit or tax-exempt entities, expected sales-tax generation, and how the county should score competing offers. The committee asked staff to include monthly holding costs for the properties (utilities, insurance, maintenance) in the forthcoming presentation. The Bridal Union remains in negotiations for an off-site primary location and has signed a Lakeview satellite lease; staff will include the status of those negotiations in the May follow-up.
Separately, staff previewed a forthcoming request from Verity Energy, the private operator building a renewable natural gas processing facility at the solid waste department. Verity needs documentation of continued access to county pipelines and roads to satisfy financing partners. Staff said draft easements are expected in the coming weeks; they plan legal review and to present any formal easement requests to this committee.
No formal RFP was issued during the meeting; staff will return with RFP language, scoring criteria and estimated holding costs for committee direction.
