Speedway Redevelopment Commission clears parking plans for Rockin' On Main and race day IMS lot

The Speedway Redevelopment Commission unanimously approved two parking-related items Tuesday: a request to reserve several municipal lots and waive fees for the Rockin' On Main 2025 event, and a 2025 parking license agreement with Indianapolis Motor Speedway (IMS).
Grant Kleinhenz, Town Manager, described the reservation request as identifying specific lots — including the 1426 Main Street lot, the Crawfordsville Zelleman Lot and the Sixteenth Street lot — to park vendors and visitors during Rockin' On Main. “We just need your approval of that so that we can use those to park vendors and visitors. It's a very integral part of the Rockin' On Main Event,” Kleinhenz said. He added there are no changes from last year’s plan and that the vendor and logistics teams have organized the run-of-show.
On the parking license agreement, Kleinhenz said the 2025 contract with IMS mirrors agreements used in prior years and covers identified lots (including the Sixteenth Street and Zelman lots). He noted IMS uses those lots on race day and that revenue is shared under the agreement’s Exhibit B; Kleinhenz confirmed he had received IMS’s certificate of insurance and found it matched the contract requirements.
Both motions passed by voice vote, recorded 5-0 in favor.
Kleinhenz and commissioners discussed logistics in brief; no public comment was recorded. Kleinhenz said May preparations — including communications and parking planning — are underway and emphasized the importance of these approvals to manage on-street parking during events.
Action taken: approval of the parking lot reservation and fee waiver request for Rockin' On Main 2025 (5-0) and approval of the 2025 Parking License Agreement with IMS (5-0).
