The Speedway Redevelopment Commission voted 5-0 Tuesday to approve an employment agreement hiring Kyle Markley as the Town of Speedway’s economic development director.
Town Manager Grant Kleinhenz, who presented the agreement, said the contract sets Markley’s annual salary at $90,000 and provides three weeks of paid vacation. “He will be a town employee, so he's subject to all of those PTO agreements, everything else that we have according to our personnel policy manual,” Kleinhenz said. Kleinhenz also said Markley lives in Speedway and is scheduled to start on Wednesday.
The commission approved the agreement after Kleinhenz noted the Town Council had already reviewed and approved the same agreement approximately one week earlier. Kleinhenz said Markley will attend a Ball State University economic development course as part of onboarding and professional development. He described Markley’s background as having “a good background in economic development” including work with DMD and other partners.
The agreement was presented as a standard town employment contract and, if signed, will require human resources onboarding before Markley begins work. Commissioners gave unanimous approval by voice vote.
Kleinhenz framed the hire as time-sensitive because May is the start of the town's busy event season and noted there are meetings already scheduled to bring Markley up to speed. He also said the commission has reviewed similar employment agreements in recent years and expected a long-term appointment.
Action taken: the commission approved the Speedway Economic Development Director Employment Agreement 5-0. The agreement specifies compensation and leave, makes Markley a town employee under the Town of Speedway personnel policy manual, and schedules an immediate start subject to HR orientation.
The commission did not cite any legal statute at the meeting; the personnel policy manual was referenced as governing employee terms. No public comment was recorded during the item.
