The Richmond City Council awarded the Oak and Howard Street ADA ramp upgrade project to Santos Cement for $54,087.50, with project costs to be charged to appropriate line items within the HUD fund and funded through Community Development Block Grant (CDBG) monies approved by Macomb County.
City Manager explained that the county asked the city to combine the previously approved Oak Street project with the Howard Street scope to gain economies of scale and use environmental assessments already completed for Oak Street. The county preapproved funding and the city rebid the combined work, which produced new low bids.
Jim, a city staff member who worked on the bid process, said Macomb County’s decision to fold Howard Street into this year’s work was intended to save time and money because the county had already completed early environmental work. The council noted the rebid produced a different low bidder than the company awarded the Oak Street project earlier in February 2025; Santos Cement previously has performed work in the city as a subcontractor, council members said.
A motion to award the contract was made and supported on the record; the motion passed.
Ending: Work is scheduled to begin in spring, with construction funded by county-approved CDBG funds; project oversight and payment will be handled by city staff in coordination with county fund rules.
