County staff said the Bethany wastewater project had been budgeted at $300,000 and came in under budget at $205,139.77, leaving roughly $95,000 in savings. The central office generator was budgeted at $200,000, and bids and engineering costs show a shortfall; staff reported the low bid for the generator work was roughly $219,000, requiring roughly $19,000 plus engineering fees to complete. The schools requested $60,000 be shifted from the wastewater project to cover the generator and related expenses.
Superintendent/School official (Dr. Stover) and county staff told commissioners the wastewater project saved money in part because county personnel assisted with parts of the work. Commissioner Hall noted the capital improvement plan is a "living document" and that reallocations are expected as projects advance and bids are received. Commissioner Barrow praised the schools for repeatedly coming in under budget on projects this year.
Commissioner Richardson moved to approve the requested reallocation; Commissioner Hall seconded. The board voted in favor. County staff will record the change under the schools' capital plan and proceed with the generator procurement and engineering work.
