Gurnee approves special-use permit for hand car wash at 3590 Route 132 over resident concerns

Associate Planner Shannon Coleman told the board the petitioner, Andrew Prez, plans an interior hand-wash and detailing business called Impulsive Details in a former paint store in the C-2 East Grand properties zone. Coleman said the business expects typically three employees on site and hours of 8 a.m. to 7 p.m. daily. The Planning and Zoning Board had given a 6–1 favorable recommendation subject to nine conditions, Coleman said.
Conditions listed in the staff summary and attached to the permit include: all vehicle services conducted inside the building; maintenance of 14 parking spaces with seven spaces at the rear; limiting exterior vehicle queuing to two tandem spaces; display of "appointment only" signage; a requirement that the north garage door remain closed during business hours except when a vehicle is exiting; and compliance with building and sign permits. Additional exterior modifications will include a double-bay door on the building’s south side and enlargement of a rear door to accommodate two vehicles.
Coleman reported that five residents spoke at the Planning and Zoning Board hearing in opposition, citing concerns about traffic, noise, intersection capacity and potential environmental runoff from car-wash operations. Trustee questions at the board meeting focused on proximity to a school bus stop; staff responded that the nearest stop is several structures north, with an intermediate auto-repair business between the site and the residential area, and that existing traffic modeling indicated the car wash would be a low traffic generator (about one vehicle every five minutes on average).
The board approved the special-use ordinance by roll call; all six trustees voted in favor. The petitioner was present at the meeting and the mayor welcomed the new business.
