Commissioners close out CDBG economic development grant for OnTech sewer project

The Rockingham County Board of Commissioners approved the closeout of Community Development Block Grant (CDBG) economic development grant 19E3122, which funded sewer improvements serving the OnTech facility and surrounding area.
County staff reported the project completed two pump stations, 8,700 feet of 8-inch force main, 3,800 feet of 4-inch force main, and 2,800 linear feet of gravity sewer to serve the OnTech facility and adjacent parcels. Total project cost was $2,720,857, of which $1,900,098 came from the CDBG economic development grant and $820,759 from Rockingham County; staff said some county funds were leveraged from other grants and earmarks.
Bill Lester, presenting the item, told the board the grant included a job-creation commitment: OnTech pledged to create at least 204 full-time jobs and to ensure at least 60 of those positions would be filled by low- and moderate-income individuals. Lester reported the company exceeded that requirement, with a last count of 278 new jobs and more than the required low/moderate-income placements.
Closeout work included installation of spare pumps and redundancy items to strengthen system resilience; county staff recommended executing the closeout documents and submitting them to the North Carolina Department of Commerce. No public comments were offered during the hearing.
Commissioner Richardson moved to approve the closeout documents; Commissioner Barrow seconded. The board voted in favor and authorized the chair to sign the paperwork for submittal to NC Commerce.
