Board approves three procurement awards, including $50M temporary employment contract and $6.5M biosolids hauling agreement

Martin County commissioners approved several procurement items on April 22, including two continuing services agreements and a biosolids hauling and disposal contract, and confirmed earlier staff recommendations for a House of Refuge restoration contract.
Christy Brotherton, the countychief procurement officer, presented three items. For continuing services, staff recommended awarding a temporary employment services agreement to the highest-scoring proposer, Resource Government Services, with a maximum not-to-exceed value of $50,000,000 and a maximum term of nine years (three-year initial term plus two three-year renewals). Brotherton told the board the scope would allow the county to secure temporary staffing as needed for operations.
Also before the board was a continuing services agreement for biosolids, dewatered sludge hauling and disposal. Brotherton said the contract had a maximum-not-to-exceed value of $6,500,000 with a maximum five-year term and staff recommended awarding to Appalachian Material Services, Inc. She explained the lowest bid on the haul-and-disposal solicitation had been disqualified as non-responsive because it contained alternate contingencies and duplicate bids, leaving Appalachian Material Services as the lowest responsive and responsible bidder.
All three items (the two continuing-services agreements and remaining grouped awards not separated out at the start of the meeting) were included in a single motion after commissioners chose not to separate items 2 and 3 from the consent batch. The board voted to approve the remaining items unanimously.

Staff noted the biosolids hauling contract is scoped to allow future changes in biosolids processing; growth-management and utility staff said an ongoing solicitation for different residuals processing is separate and that the hauling contract will support the existing disposal operation and accommodate any future transitions.
The board also confirmed approval of the House of Refuge contract and CIP funding in a separate action (see related article).
