- Ordinance 11-79 (Marina Island Overlay District): Adopted 5-0. The ordinance establishes an overlay for Marina Island with standards for uses, setbacks, parking, street design and signage. Commissioners amended the draft to strengthen buffer language for compatibility with adjacent industrial uses and removed one undeveloped industrial parcel from this iteration of the overlay. (Motion passed by roll call.)
- Resolution amending FY 2024-25 budget (Resolution 20-25): Approved 5-0. The amendment increases the budget by roughly $12.1 million to reflect carryover purchase orders, a sewer screw-press purchase funded by impact fees, $5.2 million in CDBG-funded West Tenth Street infrastructure expenditures (budget-neutral reimbursement), and $4.3 million in ARPA funds used to pay off the Seventeenth Street ditch note. The manager explained the CDBG portion is reimbursable and recordation of both revenue and expenditures is required in the fiscal year.
- Development Order: Arc of the Bay (Saint Andrews Bay Center parking improvements): Approved. The applicant will add paved parking areas, landscaping and stormwater infrastructure for 1804 Carolina Avenue (approx. 3.44 acres). Technical reviewers included Panhandle Engineering.
- Development Order: Circle K convenience store with fuel sales (CR 389 / SR 390 parcel): Approved. The plan calls for a 5,200-square-foot store with seven covered fueling positions; Bay County has issued a permit requiring a turn lane on County Road 389 to address traffic flow.
- Board of Adjustment appointments: Miranda L. Barnes appointed (seat previously discussed and grandfathered in); Jeremy Wood appointed (seat filled by Commissioner Vandegrift). Both appointments were approved by roll call.
- Consent agenda and other routine items: The consent agenda passed (includes temporary road closures for the July parade, surplus vehicle auction, Community Development Block Grant amendment authorizations M0083 and M0125, and a contingent settlement in Benjamin McWaters v. City of Lynn Haven). The commission also moved two consent items (agenda items 11 and 12) to later in the agenda by motion earlier in the meeting.
- RV-parking ordinance (Ordinance 11-77): No adoption. After extended public comment and commissioner discussion, the commission directed the city attorney to draft a revised ordinance (11-77R) focused on clarifying driveway parking, public right-of-way limits, and definitions of covered equipment. No ordinance was adopted Tuesday.
Votes were recorded by roll call on each adopted ordinance and resolution where required; the Commission recorded unanimous votes on the Marina Island overlay and the budget amendment. Several items (development orders) were approved following staff presentation and technical review comments.
