The Sarpy County Board of Commissioners approved on April 22 a resolution adopting a consolidated personnel rules and regulations handbook for the county’s classified service. Mary Davis, HR director, presented the reorganized handbook and described the collaborative drafting process with management and advisory employee groups.
Davis said the handbook groups existing policy bulletins and personnel rules into a single-format manual and that the first wave of policies has been approved by the personnel policy board. The handbook will add headers showing dates of board approval and effective dates for each policy; additional drafted policies will be brought forward after personnel policy board review.
The board approved the resolution by motion; the clerk recorded four ayes with Commissioner Mixon absent and the motion carried. The board then recessed into executive session to discuss collective bargaining and personnel matters; minutes record the board returned to open session later in the meeting. No personnel decisions or contract changes were announced publicly at the meeting beyond the handbook adoption.
Commissioners thanked Davis for leading the multi‑year effort to consolidate policies and for coordinating review with employee groups.
