Western Engineering wins Lincoln County 2025 mill-and-overlay bid; board accepts $1.87984 million low proposal

The Lincoln County Board of Commissioners accepted the low bid from Western Engineering Company for the county’s 2025 mill-and-overlay project (project 2025-01) and authorized award at the April 21 meeting.

Scope and bidding: County staff described the project as three segments: remaining sections of North River Road, a portion of North Brady Road and Suburban Road north of town, with approximately 148,000 square yards of milling and roughly 19,560 tons of asphalt included in the engineer’s estimate. Two bids were opened. Western Engineering submitted a total bid of $1,879,840 (milling at $1.60/sq yd; asphalt at $84/ton). Shelco Construction submitted a total of $1,948,368 (milling at $0.90/sq yd; asphalt at $92.80/ton). County highway superintendent Jason Schultz recommended Western as the low, responsive bidder after review.

The Western Engineering schedule listed a start date of Oct. 1, 2025 with completion Nov. 30, 2025; Shelco’s bid listed a July 15 to Sept. 15, 2025 window.

Vote and next steps: Jason Schultz moved to accept Western Engineering’s bid for an aggregate value of $1,879,840 and commissioners voted to approve the award on roll call (tally recorded as 5–0). Staff said they would work with the low bidder and TC Engineering to finalize scheduling, bonding and contracts prior to the work window.
