Sarpy County selects Hawkins Construction for Southern Sarpy Expressway pre-construction services

The board discussed the project as a large, multi-year infrastructure undertaking. Commissioners and staff said there is an opportunity to accelerate the schedule: the selection committee and Hawkins indicated the work could finish about a year sooner than earlier projections, which raised optimism about starting construction this year.
The board approved the motion to select Hawkins for pre-construction services; the motion was made by Commissioner Warren and seconded by Commissioner Kelly. The clerk recorded the tally as four ayes, with Commissioner Mixon absent, and the motion carried.
County staff present for the item included Scott Bovec and County Engineer Denny Wilson; Luke Ritter of Hawkins Construction was introduced as the project manager, and HDR staff were identified as the engineering partner. Staff said the CMGC will participate in design meetings to identify constructability improvements and pricing efficiencies before the county seeks final contract authorization.
The board’s remarks placed the Southern Sarpy Expressway in the context of broader county transportation efforts that commissioners said have reshaped county travel patterns in recent years. Commissioners asked staff to continue reporting schedule, budgeting and design milestones back to the board as the pre-construction phase progresses.
Votes and formal action recorded on the item are limited to approval of the $400,000 CMGC pre-construction agreement; staff said further contract approvals and project phases will return to the board for subsequent votes.
