Council approves expanded residential parking permits for First Avenue Southeast and Supply Street

The Carmel Common Council voted April 21 to expand residential parking permit enforcement on parts of First Avenue Southeast and Supply Street, after suspending the rules to act on first reading.

Councilors moved and approved suspension of normal rules so the ordinance could be acted on the same night; the motion to suspend and the ordinance vote passed unanimously on a voice vote, with the council president noting one councilor had left the meeting but the measure carried.

Councilors and staff said the change responds to resident complaints that increased on‑street parking — driven in part by nearby new development — has made it difficult for neighbors and guests to find parking. Councilor Ayers said the area had previously been judged to warrant residential permits on one side of the street and that the change simply expands coverage "to the other side of the street and also on Supply." Police and public‑works staff were available at the meeting to take questions.
