The Blue Earth County Drainage Authority voted April 22 to approve findings and an order granting a petition to outlet additional acres into County Ditch 5, contingent on meeting the conditions in the order and payment of required fees.
The approval concluded a continuation of the public hearing that began April 8 and was continued because of defective publication notices. Ryan Henderker, Drainage Management staff, told the authority that hearing notices were mailed March 25, were posted at the Blue Earth County Historic Courthouse, and that affidavits ran in the Mankato Free Press on March 25 and April 1, 8 and 15. Henderker also summarized that engineering and viewer reports (engineer Charles J. Brando of ISG; viewer Mark Barrons) had been received and reviewed.
The drainage authority attorney, Kayla Van Bruggen of Reinking Noonan, reviewed the petition and supporting documents and found them adequate to proceed. The public comment portion of the continued hearing was opened and no members of the public spoke; the chair closed public comment before the board moved to accept the findings and order.
A motion to accept the drafted findings and order and to grant the petition was seconded and the board voted unanimously; the motion carried. The order grants the petition to outlet the additional acreage into County Ditch 5, subject to the order’s conditions and payment of fees.
The authority thanked ISG and the viewers for attending previous informational meetings and for answering questions during the process. No further schedule or implementation dates were specified during the meeting.
