Planning and zoning staff said Meshach (now WSB) had a standing on-call agreement for hydrology and hydraulic (H&H) review and that an additional $3,000 had been approved previously. Staff reported the contract has been nearly exhausted and that two developments — Juniper Hills and The Pines — still require review work that had been expected under the agreement. Jeremy Goggins of Planning and Zoning said Juniper Hills likely needed about $6,000 and The Pines about $3,000 more to finish reviews.
Commissioners expressed frustration at the perceived speed of progress but staff clarified that most delays were development-driven and that construction and heavy rain had slowed temporary fixes and sign-offs. Commissioner discussion focused on moving projects forward while ensuring adequate review.
Action: motion to approve $10,000 from commissioner-use tax to cover outstanding Meshach/WSB review work for the two developments. Motion by (unnamed commissioner), second by Randy. Roll call: Commissioner Kelly — Aye; Commissioner Henning — Aye; Commissioner Stamps — Aye. Outcome: approved.
Planning staff said the funds would be used to complete outstanding engineering reviews so final approvals can be completed when construction and drainage corrections are stabilized.
